So I bought a ball of Patons Pirouettes Midnight Blue Shimmer to make a cute scarf.
The directions on the back of the wrapper were a little light on the cast on/off.
The website was a bit better: http://www.patonsyarns.com/PatonsPirouette/ and the video was the best for dealing with the unique cast on/off.
I may retry this just using my fingers instead of knitting needles - could make a great kids craft.

The netting you knit through
Knitting through every hole produces a very flat effect
Knitting through every other loop produces the ruffle
As you can see, there's only 5 stitches per row!
